Transforming territorial planning with Local Digital Twins


Embracing change

In the midst of the transition towards sustainability and digitalisation, local and regional public authorities are facing increasingly complex challenges in planning their territories. To ensure resilience and a high quality of life for humans, animals and environment, it's essential for cities and regions to innovate their decision-making processes in an inclusive and sustainable way.

Local Digital Twins 

Local Digital Twins (LDTs) are virtual representations of territories, such as cities, created using advanced technology that models and simulates real-world data. These 'twins' can be used as powerful tools for innovation, allowing for the visualisation, analysis, simulation and prediction of territories in ways previously unimaginable.

Objectives

T4R aims to:

  • Improve understanding and capacity by providing civil servants, planning companies, and citizens with comprehensive knowledge about the benefits and limitations of using LDTs.
  • Support inclusive deployment by making sure that LDTs are integrated democratically, affordably, and sustainably into decision-making processes across various public authorities.
  • Close the gap by bridging the divide between cities already using LDTs, those considering them, and those unaware of their potential.

Expected outcomes

T4R is working towards:

  • A Joint Strategy and Action Plan. This is a collaborative roadmap for implementing LDTs effectively, covering four LDT frameworks: training & education, ethics, inclusion & democratisation, governance and technical design
  • 8 Pilot Actions: Eight initiatives are developed jointly by different partners (cities and regions) to test innovative solutions on a relevant local usecase. The Pilot Actions will be implemented by City of Utrecht, City of Amsterdam, Rennes Métropole, Dublin City Council, Flanders Environment Agency, Brussels City, Intermunicipal association Leiedal and Municipality of Schuttrange. 
  • Collective Training. A training program for 300 participants to share knowledge and support innovation by setting up and dealing with Local Digital Twins.

International collaboration

T4R brings together stakeholders from across North-West Europe to ensure its impact goes beyond borders. By working together and engaging with external partners and stakeholders in a Transnational Community of Practice, T4R aims to make a difference beyond its immediate reach.
